Unable to connect. Updated application and configuration. Either connection stops at 99%, or gets to 100% without internet access and Public IP Address unchanged.

Looks like a dhcp client error. Any antivirus / firewalls installed? Start menu > type in msconfig and hit enter. Then go to the Services tab and disable then reenable the dhcp client.
Try connecting again.
