I need to open multiple account using US address for the same websites e.g paypal account.

We only have one two US IP addresses though we have many in UK so I'm afraid our service won't help you.

Yes but that is not owned by you exclusively. Other people can use it as well.

You have any idea where or how to own exclusively. And what is about unique ip.

Owning an IP exclusively is expensive since you would have to purchase these.

You would normally buy a vps or server and ask for ip assignments.

note that your Streamyx IP is also not exclusive as it can be reused by other users.

An exclusive IP is probably not what you need. What you need is an IP that is not used by other people at the same time.
Though i didn't know Paypal had restrictions as to registering multiple accounts in the same country?

So if not wrong you mean I just need a dynamic ip it is to ensure that ip is not used by other people at the same time.
