Public and Private Tracker Configuration merged?

I can't help but notice that on the BolehVPN config files page, it is quoted in the change log:

1 October 2010
Removed obsolete servers from PrivateTracker and added new server Handhaven to PrivateTracker configuration.
This is a temporary configuration until we decide whether to merge PublicTracker and PrivateTracker into one global config for proxied setups."

Isn't going to cause problem if one the members use this proxy to download via public tracker?
Or are you guys going to limit and control the tracker that member can connect to?

By merging Public and Private tracker configs, this means we'll cancel all vulnerable servers, like the US servers. The current public tracker configs can be used for private trackers anyway. It'll be one config for easy use, some of our customers are not the most p2p savvy.
