In the last couple of days I have been getting the
"Authenticate/Decrypt packet error: bad packet ID (may be a replay)"
error messages in my OpenVPN connections be it Private or Public
trackers.

I have searched the Forum General Discussion and read the related
topics. It seem some members were having similar issues in the past.
However I don't seem to be able to find a reason or cure of this problem.

I am on wireless connections in my office with either an ALFA AWUS036H
or ALFA AWUS036NH USB Wifi adapter. However the ALFA AWUS036NH
USB Wifi adapter is more pronged to getting these errors. My download
speeds seem to be up and down more frequently.
I am on wired connection at home and have had no such problem.

I think this is related to Time-Difference between Client/Server - Server Problem.

Anyone could help to shed some light on this. Better still how to resolve
this problem.

I believe it's due to dropped packets/bad routing, Is it affecting your speeds a lot?

Downloading speed varies between 40 kb/s to 150 kb/s.
Previously I can max at relatively constant speed of 150 kb/s
without much problem.
I guess I have to put up with a bit longer download time.
Some say it could be due to cyber attacks????
