campus internet [wired]

helo, i am inactive user of this service. previously i was using streamyx as my isp.
currently im in university's apartment where they provide internet for student through ethernet port.
so i wondering if i bolehvpn can be used through this network.
the internet setting for me to get internet connection is as the attached picture show. and btw, theres a student
providing tunneling services[not vpn] to bypass and unthrottle campus internet.

most likely cannot......

try start -> run -> cmd
1) ping google.com (if no ping reply at all you can give up now)
2) telnet pop.streamyx.com 110 (you should see +OK TM Net POP3 Server, if don't you can give up now, also)
3) if still insist, subscribe 3 days trial and .......... good luck

btw, post the screen of ipconfig/all will help
