Unable to download via uTorrent

Connection is set of fine.  Browsing the internet is no problem, when I try to download a file through Utorrent though, it doesn't work (gives me red arrow).

I have tried

-Disabling Malwarebytes, and Win firewall
-Bypassing router firewall
-TCP port changes
- Reconnecting to different VPN twice

Any insight would be greatly appreciated

You have proxy settings setup in uTorrent, are you connecting to a Proxied server, or to a FullyRouted / SurfingStreaming server? Cloak servers fall under FullyRouted.

If you're using a fullyrouted, disable proxy settings. They will only work on a proxied server.
