Torrent speed still capping at 30 kbps

So I upgraded my connection to a 4mb one but my torrent speed is still the same with BolehVPN (using fully routed) as before with a 384kb connection. I've never had this problem before with BolehVPN but then again I had to reformat my PC and reinstall everything. Is there something I have to tweak on utorrent?

Turn off the VPN and go to speedtest.net and test to the Singaporean server please. What speed do you get?

Connect to FullyRouted All and load this torrent, what speed do you get here? http://releases.ubuntu.com/12.04/ubuntu-12.04.2-desktop-i386.iso.torrent

Speedtest results:


The torrent speed for ubuntu is averaging around 16-17 kB/s.

Could you go to the BolehVPN app and click the Log tab, copy and paste here? Also screenshot your Preferences > Connection, Bandwidth, Bittorrent in uTorrent.
