A recent EU report prepared by the Body of European Regulators for Electronic Communications (BEREC) was published that showed that at least 21% of fixed line broadband providers some form of restriction of P2P traffic. The report was started in an effort to gather data on the discussion of the net neutrality debate and was gathered from questionnaires sent to 266 Fixed Line Providers in the EU.
As a whole there is some hope for net neutrality to be restored as Netherlands was the first country to sign net neutrality principles into law and there are ongoing discussions to guarantee net neutrality in the rest of the Europe as well.
The full report can be viewed here and I highly recommend reading it. Has lots of pretty charts like the one on the left!
